Short answer
Necromancy ink: Every ghostly ink needs plain ashes. Wear the Underworld Grimoire (easy Underworld achievements) in the Abyss, or pick and drop glowing fungus in the Abandoned Mine, which turns to ashes.
Prayer: Demon ashes are 100% drops: accursed from lesser and greater demons, infernal from black and abyssal demons, nechryael and Kal'gerion demons.
High level: The City of Um chests (112 Thieving) give ashes along with buckets of slime and other supplies.

Ironman tips
- Regular ghostly ink needs 20 Necromancy, greater 60 and powerful 90. Each takes 20 necroplasm, a vial of water and ashes.
- Infernal ashes give 250 Prayer XP at the Ectofuntus instead of 62.5 scattered.
- Carry an urn: infernal ashes also fill infernal urns, worth an extra 20% XP.
