Short answer
Levels 1–17: Buy allotment seeds from Head Farmer Jones (Taverley) and Olivia (Draynor). Their stock refills, about 183 seeds across 15 types at a time.
Tree seeds: Help fell normal, oak and willow Evil Trees for a random tree seed, and open bird's nests from Woodcutting and Managing Miscellania.
Any level: Managing Miscellania on Farm gives hundreds of allotment, hops and flower seeds a day plus one tree, one fruit tree and one spirit seed.

Ironman tips
- Maple and higher Evil Trees give a bird's nest with seeds instead of a guaranteed tree seed.
- Magic tree seeds for level 75 come mostly from high-level bosses, so the wiki's guide plans around them rather than shops.
- Seeds are also the best food for player-owned farm spiders and jadinkos; the wiki quotes 3,000+ seeds an hour from Master Farmers at 90+ Thieving with Sticky Fingers.
